If a cube has all sizes of equal size, and you have a block that has a side that is 20cm long then the smallest cube that you make has to be 20cm tall, 20cm wide and 20cm deep.
Therefore your answer is correct suggesting 8 blocks, but the cube size is 20cm, not 5cm.
